Jean-Claude Van Damme is a French gangster and club owner who lives in L.A. with his wife (Lisa King) and their young son. When King, an INS worker, agrees to care for a Chinese girl found on a boat full of illegal immigrants, she's violently gunned down by the girl's father (Simon Yam), a vicious Triad leader who committed a murder his daughter is the only witness to.
